Kobe – A night before declaring the state of emergency

A night before declaring the state of emergency, many stores started to shut down and began to remove items from their stores. However, some stores are still open and people are still walking around the city of Kobe. The city usually fills with more Japanese and tourists; especially, in China Town. Compared to last week, China town is quieter with many stores shut down.
